Busitema University Launches New Service Delivery Standards to Improve Services Across Its Campuses
3 October 2026
Busitema University has launched new Service Delivery Standards aimed at improving the quality, efficiency and accessibility of services across its campuses, introducing measurable benchmarks to strengthen accountability and ensure more consistent service delivery to students, staff and other stakeholders.
The Busitema University Service Delivery Standards (BUSDS) were launched during the University's 17th Graduation Ceremony held on 3 October 2026 at the Faculty of Engineering and Technology, Busitema Campus. The launch brought together the Chancellor, Eng. Dr. Prof. Badru M. Kiggundu, Vice Chancellor Prof. Paul Waako, and the Chief Guest, Rt. Hon. Dr. Crispus Walter Kiyonga, Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, who represented President Yoweri Kaguta Museveni.
The standards had earlier been submitted to the National Planning Authority (NPA) for review and received formal approval and certification, confirming their alignment with the Busitema University Strategic Plan 2025/26–2029/30 and Uganda's national development planning framework.
Developed from the Government of Uganda's national Service Delivery Standards for public universities, the BUSDS translate national requirements into specific commitments suited to Busitema University's operations. They establish measurable and enforceable expectations for service quality, timeliness, accessibility and accountability while promoting fairness, transparency and good governance.
The framework takes into account the University's distinctive mandate as a science, technology and innovation-focused institution operating across geographically dispersed campuses. Differences in infrastructure, information and communication technology (ICT) connectivity and access to essential services have made it necessary to establish common service delivery expectations that reflect the circumstances of each campus.
The standards cover a wide range of academic and administrative services, including teaching and learning, research and innovation, student support, infrastructure and estates management, ICT, library and learning resources, planning, finance, human resources, institutional governance and regulatory compliance. They apply to all campuses, faculties, schools, institutes, directorates, departments and administrative units, as well as staff, students, service providers and partners.
In addition to defining responsibilities across these structures, the framework incorporates gender equity, disability inclusion, environmental sustainability, risk management and good governance. These considerations are intended to ensure that University services remain responsive to the needs of different groups while supporting responsible management of institutional resources.
The BUSDS also provide a mechanism for advancing the University's Strategic Plan 2025/26–2029/30, particularly its priorities in teaching and learning, research and innovation, infrastructure and sustainability, community engagement and partnerships, and institutional governance and visibility.
To support implementation, the standards are organised into seven functional clusters, with each standard linked to relevant Strategic Plan objectives, performance indicators and responsible centres. This arrangement provides a basis for monitoring performance, identifying service delivery gaps and assessing progress across the University's academic and administrative structures.
At the national level, the framework supports Uganda's Fourth National Development Plan (NDP IV), particularly its Human Capital Development priorities. These include improving public service delivery, expanding access to quality higher education, developing skills that respond to labour market demands and strengthening science, technology, engineering and mathematics (STEM), science, technology, engineering and innovation (STEI), and technical and vocational education and training (TVET).
The standards also contribute to other national development priorities, including agro-industrialisation, digital transformation, manufacturing, sustainable extractives, environmental sustainability, private-sector development, innovation and technology transfer. These areas are closely aligned with Busitema University's mandate to advance practical education, research and technological innovation that contribute to Uganda's socio-economic transformation.
The launch marks an important step in establishing consistent expectations for service delivery across the University. Through the approved standards, academic and administrative units now have a common framework against which their performance can be monitored, with the ultimate measure of success being the quality and reliability of services experienced by students, staff and other stakeholders.
